Much like most Japanese words are used incorrectly or in an extremely niche/unusual sense in the west, so is the concept of futanari. Shemale/"newhalf" (I believe the latter is an entirely far-eastern word, not commonly used or recognised by westerners) refers to males with breasts, who may wear feminine clothes, but they're fundamentally male. Conversely, the use of "futa" here refers to female characters with a penis. Since hermaphrodite don't normally exist among humans, and these characters are almost universally portrayed as dominant, the specific distinction you're talking about is irrelevant, and the west simply adopted the word that described the closest concept. "Shemale" is simply not applicable here, as this character is fundamentally female. Please feel free to consult Ted 2 for an apt summary as to why there is no natural word for that which doesn't naturally exist.
