The horses are part of the character, Hachishakusama (as in one of her special moves). Which after some searching is made by Cronwell / last.C. It is available on his patreon, and the download links are public, not paywalled. Just search for "hachishakusama mugen" with any search engine and you should find links to his patreon and youtube. As for what version of mugen you need to use her, I'm not sure. I can't find anything about what version he is using.
