I make 4K upscaled versions of vids that I like and also sometimes make PMVs, my creative pseudonym as a PMV maker is ebanuwka683.
Besides the description, you can find additional information about PMV in the video itself, usually at the end.
You can find some scenes from my PMVs as upscaled versions of the original videos here in my profile.

If I upload a 4K upscaled version of a video that is already on this site in 4K resolution, my video will probably be in better quality. I never reupload content without improving its quality.
To answer the question of simultaneous presence of two 4K versions of the same video on the site - sometimes people upload 1440p video stretched to 4K due to lack of possibility to select 1440p resolution in the built-in player.
